I am very pleased to welcome you to the Devon, Cornwall & Isles of Scilly Local Resilience Forum (LRF) website.

This website offers information for local residents and communities, visitors to the area and businesses, on preparations for, and responses to, emergencies and major incidents within Devon, Cornwall and the Isles of Scilly.

The Devon, Cornwall & Isles of Scilly Local Resilience Forum was established in response to the statutory requirements of the Civil Contingencies Act 2004 which stipulates that emergency responders must meet at least once every 6 months in order to:

"…establish and maintain effective multi-agency arrangements to respond to major emergencies, to minimise the impact of those emergencies on the public, property and environment, and to satisfy fully the requirements of the Civil Contingencies Act 2004".

The LRF is a multi-agency partnership made up of representatives from local public services, including the blue-light emergency services, local authorities, the NHS, the Environment Agency and other partners. These agencies are known as Category 1 Responders, as defined by the Civil Contingencies Act. The LRF is also supported by organisations, known as Category 2 responders, such as the Highways Agency and the public utility companies who have a responsibility to co-operate with Category 1 organisations and to share relevant information with the LRF. We also work in conjunction with, wider partners such as the Military and the Voluntary Sector who provide a valuable contribution to LRF work in emergency preparedness.

The LRF aims to plan and prepare for localised incidents and catastrophic emergencies. We work together to identify potential risks and produce emergency plans to either prevent or mitigate the impact of any incident on our local communities.  

This work is supported by a network of Sub Groups, each of which bring together multi agency partners to deliver more detailed planning in areas such as Risk Management, Business Continuity Management and communicating with the public.

This site, which will be updated regularly, contains useful information on the LRF and the work we do, as well as details on how you can do your bit to prepare for an emergency and what we will do to keep you fully informed.

I hope that both LRF members and the public of Devon, Cornwall and the Isles of Scilly find this website both useful and informative.
