The purpose of the Local Resilience Forum (LRF) is to ensure effective delivery of duties under the Civil Contingencies Act that need to be developed in a multi-agency environment. It is intended to be a strategic forum, attended by emergency planners and where appropriate, Chief Officers representing Category 1 and Category 2 Responders.
The LRF came into effect in January 2004 in preparation for the enactment of the Civil Contingencies Act in November 2004. The LRF structure was reviewed and amended in October 2007.

The LRF have produced a document named the Combined Agency Emergency Response Protocol (CAERP). The objective of this document is to act as the overarching protocol by which all emergencies (as defined by the Civil Contingencies Act 2004) are managed within this LRF area and provides the underpinning principles for the development of all contingency plans within the LRF area. It is also intended to summarise the response and responsibilities of organisations at a Major incident and outlines how the responding organisations will work collectively for the overall benefit of the public. A Work Programme has been developed in support of the Strategic Framework and this document outlines the prioritised work required undertaken by the LRF and its Sub-Groups in order ensure Devon, Cornwall and the Isles of Scilly are fully prepared for emergency response. LRF Sub-Groups
Within the Local Resilience Forum are a number of sub-groups, all of which have a stringent terms of reference to ensure appropriate attendance and focus on various emergency planning objectives.
There are currently ten sub groups and seven supporting groups. These groups are driven by the Work Programme and take forward action points from the Local Resilience Forum Business Management Group to ensure there are emergency response plans in place.
The membership and workload of sub-groups is spread across the range of Category 1 and Category 2 Responder organisations.

LRF Secretariat
Administration and co-ordination of LRF members, meetings and workstreams is provided by Devon & Cornwall Constabulary with member organisations contributing towards the overall cost.
